Call for Expressions of Interest: Monitoring and Evaluation (M&E) Specialist for the iDICE Programme
The Federal Government of Nigeria, through the Bank of Industry (BOI), is inviting qualified professionals to submit Expressions of Interest (EoIs) for the role of Monitoring and Evaluation (M&E) Specialist under the Investment in Digital and Creative Enterprises (iDICE) Programme.
The iDICE Programme is a $618 million initiative funded by the African Development Bank (AfDB), Agence Française de Développement (AFD), and the Islamic Development Bank (IsDB). It aims to strengthen Nigeria’s digital and creative economy through three core components:

Role Overview:
The M&E Specialist will lead the design and implementation of a results-based monitoring and evaluation system to assess progress across all programme components.
Key Responsibilities:
-
Design a comprehensive M&E framework and strategy in line with programme goals.
-
Establish effective systems for data collection, verification, and quality assurance.
-
Monitor progress across defined indicators, analyze performance trends, and recommend improvements.

Conduct periodic evaluations and generate reports to inform strategic decisions.
-
Provide training and support to implementing partners to build M&E capacity.
-
Collaborate with key internal and external stakeholders to ensure the framework remains responsive to evolving needs.
Eligibility Criteria:
Applicants must:
-
Hold a university degree in a relevant field.
-
Have a minimum of 5 years of professional experience, with at least 3 years at an associate level in a development institution.
-
Demonstrate hands-on experience in project/program M&E, stakeholder coordination, and communication.
-
Exhibit strong analytical, problem-solving, and negotiation skills.
