BNY Mellon and Standard Bank Launch Naira-Denominated Global Notes to Boost Foreign Investment in Nigeria

In a landmark move for Nigeria’s financial ecosystem, BNY Mellon, in partnership with Standard Bank Group, has introduced Global Depositary Notes (GDNs) backed by the country’s sovereign naira-denominated debt. The initiative, confirmed by the Central Bank of Nigeria (CBN), is designed to expand global investor access to Nigeria’s high-yield local debt instruments.

This development marks a significant stride toward integrating Nigeria’s domestic debt market with global financial systems. The newly launched GDNs will be settled through international clearing systems such as Euroclear and Clearstream, enabling smoother participation by foreign institutional investors in Nigeria’s bond and Treasury bill markets.

By combining Standard Bank’s deep regional expertise with BNY Mellon’s global investment platform, the GDN program aims to present naira-denominated sovereign debt as a viable and globally tradable asset class. Issued under Regulation S and Rule 144A, the GDNs meet key international regulatory standards, thereby appealing to a broad base of institutional investors.

Nigeria’s sovereign debt remains one of the most attractive among emerging markets. Recent yields include 18.5% on 182-day Treasury bills and 19.33% on the benchmark 2033 bond—offering compelling opportunities for yield-driven investors seeking exposure to African markets.

Chris Kearns, Global Head of Depositary Receipts at BNY Mellon, stated that the launch of the GDN platform is a “strategic advancement that unlocks Africa’s investment potential and supports capital market development across the continent.”

Echoing this, Sola Adegbesan of Standard Bank described the GDNs as a simplified, transparent route for international investors to access Nigeria’s sovereign debt, overcoming longstanding barriers such as regulatory complexities and limited market infrastructure.

The GDN program arrives at a crucial time as Nigeria aims to attract foreign capital, increase market liquidity, and support broader economic reforms. It also underscores the CBN’s commitment to making the local debt market more accessible and investor-friendly.
