FG Launches National Framework to Professionalise Youth Work, Create Jobs, and Boost Development

In a significant step towards enhancing youth development and tackling unemployment, the Federal Government has initiated the professionalisation of youth work in Nigeria. Spearheaded by the Federal Ministry of Youth Development, the initiative is being rolled out in collaboration with Yakubu Gowon University, the Nigeria Youth Workers Association (NYWA), and other key partners.

This move follows the approval of President Bola Ahmed Tinubu, GCFR, and is rooted in resolutions reached at the 2024 National Council on Youth Development meeting in Maiduguri. Stakeholders at the meeting agreed on the urgent need to formalise youth work as a recognised profession in Nigeria.

To formally kick off the programme, a high-level workshop was held at Yakubu Gowon University under the theme: “The Nexus between Professionalisation of Youth Work and the Demographic Dividends.” The gathering convened policymakers, academics, and development experts to establish a clear roadmap for professionalising youth work in the country.

Minister of Youth Development, Comrade Ayodele Olawande, emphasized the importance of aligning Nigeria with global best practices. He cited examples from countries such as the UK, Canada, and Australia, where youth work has evolved into a structured profession—complete with ethical codes, qualifications, and regulatory oversight.

“In the UK, professional youth workers are trained to deliver focused interventions that support learning, mental health, and social development,” the Minister said. “Their success is built on deliberate investment in youth work as a discipline.”

Olawande announced that Nigeria’s youth work framework will be anchored on three key pillars:

  1. Clearly defined professional ethics and competencies;

  2. Academic and training pathways to build capacity;

  3. A national regulatory system to uphold and enforce standards.

Demonstrating his personal commitment, the Minister also enrolled as a pioneer student in the programme. The curriculum will adopt the Commonwealth Youth Programme (CYP) Diploma in Youth Work, tailored to Nigeria’s unique context and development needs.

Permanent Secretary of the Ministry, Olubunmi Olusanya, noted that while Nigerian youth workers have long played critical roles in mentoring and community engagement, their contributions have often gone unrecognised due to a lack of institutional support.

“This initiative seeks to close that gap by formally legitimising youth work as a profession, with proper frameworks for training, certification, and career growth,” Olusanya explained.

Acting Vice Chancellor of Yakubu Gowon University, Prof. Patricia Lar, commended the Ministry and NYWA for advancing the effort. She highlighted the convergence of policy, academia, and community practice as a milestone in building sustainable development structures.

She further revealed that a national launch of the professionalisation framework is being planned, following a strategic meeting to consolidate the workshop’s outcomes and secure nationwide consensus.

Delivering the keynote address, Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described the initiative as part of a broader strategy to institutionalise youth work and embed it into Nigeria’s development agenda. He stressed that the plan would create structured academic and career pathways while integrating youth work into national policy.

The professionalisation of youth work is expected to elevate the quality and reach of youth-focused programmes, create new employment opportunities, build human capital, and position Nigeria to fully harness the potential of its young and growing population.
