2026 United Nations – Nippon Foundation Fellowship on Ocean Affairs and the Law of the Sea (Fully Funded – New York, USA)

Applications are now open for the 2026 United Nations – Nippon Foundation Fellowship on Ocean Affairs and the Law of the Sea. This prestigious fellowship provides fully funded advanced training for mid-level professionals and government officials from developing countries, focusing on ocean governance, the law of the sea, and related disciplines such as marine science.

Over the course of nine months, Fellows will gain in-depth knowledge of international legal frameworks, explore key challenges related to ocean affairs, engage in academic research, and develop skills that support the development and implementation of national ocean policies.

Upon completion, Fellows are expected to return to their home countries and apply what they have learned by contributing to comprehensive ocean policy formulation and the implementation of the United Nations Convention on the Law of the Sea.

Programme Structure

The Fellowship consists of two consecutive phases:

 Phase One (3 months)
Research and Training at the United Nations Headquarters, New York (March/April – June)
Fellows receive foundational training at the Division for Ocean Affairs and the Law of the Sea (DOALOS).

 Phase Two (6 months)
Advanced Academic Research and Study at a participating Host Institution (July – December)
Participants conduct in-depth research under the supervision of subject-matter experts and develop a written thesis on a topic of their choice related to ocean affairs and the law of the sea.

Deliverables

  • 100-page thesis

  • Research presentation

  • Ocean governance matrix

  • Additional assignments during Phase One

Eligibility Criteria

To apply, candidates must:

  • Be 25–45 years of age

  • Hold at least a first university degree

  • Be a mid-level professional from a government or relevant agency in a developing State, working directly on ocean affairs or marine policy issues

  • Demonstrate that the proposed research will directly support national ocean policy formulation or implementation

  • Be fully available for the duration of the 9-month Fellowship

Fellowship Benefits

  • Monthly stipend (covering both phases of the Fellowship)

  • Book allowance of USD $100/month during Phase Two (total $600)

  • Return economy-class airfare (home country → New York → Host Institution → home country)

  • Professional development and academic mentorship

Accommodation is the responsibility of the Fellow; however, support may be provided by host institutions where possible.
