ITF Advocates National Licensing Framework to Empower Nigerian Artisans

The Director-General of the Industrial Training Fund (ITF) has called for the creation of a unified national framework to train, certify, and license Nigerian artisans. The goal is to combat quackery in the industry and enhance the global competitiveness of Nigeria’s skilled workforce.

Speaking at the Nigerian Artisans’ Leadership Summit (NALSUM) in Abuja, themed “Towards a Successful NATEF 2025,” the ITF DG said the initiative aligns with President Bola Tinubu’s vision to upskill Nigerian artisans through structured and internationally recognized certification.

He highlighted the issue of unqualified individuals operating under the guise of professionalism, noting that “licensing every artisan in Nigeria will eliminate quackery. Too many unskilled hands have infiltrated the space, making it difficult to identify truly competent professionals.”

The DG also criticized previous training interventions that failed to yield long-term results, saying many trained individuals were left idle or resorted to unrelated jobs such as commercial motorcycling. “This administration is committed to linking artisans to real opportunities,” he stated.

To ensure success, the ITF is collaborating with the Manufacturers Association of Nigeria (MAN) and the Nigeria Employers’ Consultative Association (NECA) to encourage industries to prioritize Nigerian artisans over foreign workers. He decried the growing trend of importing labor from countries like China and the Philippines, emphasizing that Nigeria has the human capital if properly trained.

The summit was organized by the Association of Nigerian Artisans and Technicians (ASNAT) to build leadership capacity among artisan group leaders in preparation for the upcoming Nigerian Artisan Talent and Exhibition Fair (NATEF) in September. The training will focus on data management, organizational leadership, and administrative best practices to enhance efficiency at the grassroots level.

Sanusi Rikiji, former Speaker of the Zamfara State House of Assembly and National Patron of ASNAT, underscored the economic relevance of artisans as drivers of Nigeria’s informal economy. He revealed that ASNAT represents over 30 registered trade associations and plays a crucial role in youth employment.

He commended the ITF’s efforts in developing a national artisan database, which currently has over 1,000 registered artisans, with a target of capturing eight million. Rikiji noted this would create access to support from institutions such as the World Bank, Bank of Industry (BOI), and other development partners.

Representing the Director-General of the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), Mr. Moshood Lawal, Head of Corporate Affairs, emphasized the synergy among ITF, BOI, and SMEDAN in artisan empowerment. While ITF focuses on technical training, BOI provides funding, and SMEDAN delivers entrepreneurship education.

Lawal stressed that artisans also need access to affordable financing and business skills to thrive. “We are working to provide funding at single-digit interest rates, unlike what commercial banks offer,” he said.

The summit concluded with a strong call for a coordinated and sustainable approach to artisan development—one that ensures training, certification, access to finance, and business growth across Nigeria’s artisan landscape.
