Kwara Deepens Business Reforms to Empower SMEs and Drive Investment

Kwara State is accelerating its drive to build a more business-friendly environment for small and medium-sized enterprises (SMEs) through its State Action on Business Enabling Reforms (SABER) programme. The initiative, backed by the state government and aligned with national economic objectives, aims to foster entrepreneurship, attract investment, and unlock private sector-led growth.

At a recent technical workshop and town hall meeting held in Ilorin, key stakeholders—including government officials, entrepreneurs, and representatives from the Presidential Enabling Business Environment Council (PEBEC)—gathered to evaluate progress, share feedback, and strengthen collaboration.

Dr. Hauwa Nuru, Kwara’s Commissioner for Finance and Chair of the Ease of Doing Business Council, emphasized that SABER is tackling critical challenges that have long stifled business activity in the state. “We are working to eliminate administrative bottlenecks, simplify business registration, enhance transparency in taxation and procurement, and modernize land administration,” she stated.

Dr. Nuru added that the use of technology is central to Kwara’s reform strategy, helping to lower the cost of doing business while improving access to essential government services. “We are building systems that are transparent, accountable, and investor-friendly—but more importantly, systems that empower local entrepreneurs,” she noted.

Representing PEBEC, Mr. Shima Kennedy applauded Kwara’s proactive approach, describing the reforms as a model for other states. He reaffirmed PEBEC’s commitment to supporting state-level efforts that remove red tape, encourage private enterprise, and improve the ease of doing business across Nigeria.

The reforms are already making a difference on the ground. Small business owners report faster service delivery and a notable reduction in bureaucratic delays, which previously hindered operations.

Mrs. Folashade Omoniyi, Executive Chairman of the Kwara State Internal Revenue Service (KWIRS), highlighted the critical role of SMEs in driving inclusive economic development. “Small businesses are the engine of job creation and local prosperity. Our reforms are designed to give them the support they need to grow, compete, and thrive,” she said.

Kwara’s SABER programme is part of a broader national push to improve Nigeria’s investment climate, but the state’s tailored, grassroots approach sets it apart.
