NDIC Begins Liquidation Dividend Payments to Premier Commercial Bank Creditors After 25 Years

The Nigeria Deposit Insurance Corporation (NDIC) has officially commenced the payment of liquidation dividends to creditors of Premier Commercial Bank, nearly 25 years after the bank was shut down.

Premier Commercial Bank had its operating license revoked by the Central Bank of Nigeria (CBN) on December 20, 2000, due to financial instability and regulatory non-compliance. Since then, the NDIC has managed the bank’s liquidation process, and is now inviting verified creditors to claim their outstanding entitlements.

In a public notice, NDIC urged eligible creditors and stakeholders to visit any NDIC office nationwide between June 2 and June 27, 2025, for the verification and processing of their claims.

Required Documentation

To verify and claim their dividends, creditors are expected to present the following documents:

  • A recent passport-sized photograph

  • Proof of deposit or investment (such as a passbook, chequebook, term deposit certificate, or bank statement)

  • Valid means of identification, which could include:

    • National ID card or NIN slip

    • Driver’s license

    • Voter’s card

    • A letter of identification from a traditional ruler or local government chairman

The NDIC has assured stakeholders that the dividend payment process will be efficient and transparent, with the goal of settling verified claims as part of the bank’s final liquidation stage.

Premier Commercial Bank is one of 53 deposit money banks shut down by the CBN between 1994 and 2018. Each closure followed the revocation of operating licenses due to insolvency or regulatory violations. The Federal High Court subsequently issued winding-up orders and appointed NDIC as the official liquidator for these institutions.

The current payment exercise represents a critical step in addressing long-standing financial claims tied to Premier Commercial Bank’s closure and reflects NDIC’s ongoing role in safeguarding depositor interests and maintaining stability in Nigeria’s banking sector.

Ongoing Efforts: Pearl Microfinance Bank

In a related development, NDIC last month began disbursing liquidation dividends to depositors, creditors, and shareholders of Pearl Microfinance Bank, which is also undergoing liquidation. Affected individuals have been advised to visit NDIC offices between May 26 and July 4, 2025, to process their claims.

Pearl Microfinance Bank is among 18 banks listed for asset liquidation following the May 2023 revocation of licenses for 131 financial institutions by the CBN.
