Nigeria Unveils Strategic Blueprint to Unlock Marine and Blue Economy Potential

Nigeria has launched a bold new strategy to harness the untapped potential of its marine and blue economy sector, targeting key areas such as maritime infrastructure, coastal tourism, aquaculture, inland water transport, and renewable energy.

Speaking at a high-level stakeholders’ forum in Lagos, the Minister of Marine and Blue Economy announced the formal adoption of the National Policy on Marine and Blue Economy — a framework recently approved by the Federal Executive Council. The policy aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda and sets the stage for a more inclusive and sustainable maritime-driven economy.

According to the Minister, the newly unveiled roadmap provides a coordinated direction to transform Nigeria’s marine and coastal resources into engines of economic growth and employment. Central to this vision is the rehabilitation of the Apapa and Tin Can Island Ports under the Western Port Revamp Programme. These efforts are being supported by digital innovations such as the Port Community System and the E-Call-Up System, aimed at reducing congestion, improving cargo turnaround time, and restoring investor confidence in Nigeria’s port infrastructure.

The government is also advancing plans to re-establish a national shipping line through a public-private partnership model, a move expected to enhance Nigeria’s participation in global maritime trade.

Inland waterways are receiving renewed attention, with over 42,000 life jackets distributed and new safety protocols introduced to improve passenger welfare. These efforts support the ministry’s broader goal of promoting water-based transport as a viable and efficient alternative for mobility and logistics.

In the fisheries and aquaculture segment, the ministry is prioritizing infrastructure upgrades and community-based initiatives to boost food production, generate employment, and uplift coastal populations.

A notable milestone underscoring Nigeria’s progress is the achievement of three consecutive years without recorded piracy incidents in Nigerian waters—an indicator of strengthened maritime security and regulatory oversight.

Additionally, Nigeria’s bid for a seat on the International Maritime Organization (IMO) Council reflects its rising profile on the global maritime stage and underscores its commitment to international standards and collaboration.

The Minister emphasized that innovation, strategic investment, and public-private collaboration will be critical to the sector’s success. With the new roadmap in place, Nigeria aims to sustainably leverage its marine assets not only to fuel economic growth but also to ensure environmental stewardship and social equity for future generations.

In a bold move to strengthen Nigeria’s small business ecosystem, the Nigerian Export-Import Bank (NEXIM) and the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) have signed a groundbreaking Memorandum of Understanding (MoU) aimed at accelerating the growth and global competitiveness of Small and Medium Enterprises (SMEs) across the country.

A Strategic Partnership for Economic Transformation

This MoU formalizes a strategic alliance between NEXIM and SMEDAN, focusing on:

Export financing and access to global markets
Tailored financial products for SMEs
Capacity-building and training programs
Promotion of Made-in-Nigeria products internationally

The collaboration is expected to streamline trade facilitation and offer Nigerian SMEs the tools and support needed to thrive in international value chains.
