Nationwide SIM Service Disruption as Telcos Migrate to New NIMC Platform

Millions of telecom subscribers across Nigeria are currently experiencing major disruptions in SIM-related services due to a nationwide migration to a new identity verification system mandated by the National Identity Management Commission (NIMC).

The technical setback has affected all Mobile Network Operators (MNOs), rendering them unable to carry out SIM swaps, activations, replacements, or number portability requests. According to the Association of Licensed Telecommunications Operators of Nigeria (ALTON), the disruption stems from unforeseen issues that emerged during the transition to NIMC’s upgraded identity verification platform.

The migration was intended to enhance national identity security and streamline verification processes. However, the unexpected system failure has brought real-time identity checks to a halt—crippling essential SIM operations across the country.

The outage has left many Nigerians stranded, especially those urgently needing to retrieve lost SIMs, activate new lines, or carry out business transactions dependent on mobile connectivity. Small businesses, digital service users, and entrepreneurs are particularly affected, facing workflow disruptions, lost revenue, and customer dissatisfaction.

In major cities such as Lagos, Abuja, and Port Harcourt, long queues have been reported at service centres, only for customers to be turned away due to the suspension of services. The issue also affects users trying to port their numbers or register new SIMs for personal or commercial use.

ALTON has advised customers to postpone visits to telecom outlets for SIM-related requests and has pledged to keep the public informed as efforts to resolve the issue continue. The group also stated that it is working closely with the Nigerian Communications Commission (NCC), NIMC, and other relevant stakeholders to restore services as quickly as possible.

This disruption underscores the vulnerabilities within Nigeria’s digital infrastructure, especially in relation to the National Identity Number (NIN) integration policy. Since the enforcement deadline last year, all SIMs must be linked to a NIN before activation—making telecom operations highly reliant on NIMC’s database and verification systems.

While the policy aims to improve national security and identity management, the ongoing outage exposes the risk of over-centralization. Any glitch or downtime in NIMC’s system now has a nationwide ripple effect, effectively paralyzing telecom operations.

As of now, no clear timeline has been given for full service restoration. Operators have reiterated their commitment to regulatory compliance, but subscribers remain in limbo as the disruption enters another day.

Industry observers have raised concerns over the government’s digital preparedness, urging the development of contingency plans and decentralized backups to prevent similar nationwide shutdowns in the future.

Until services resume, Nigerians are advised to stay informed via official channels of their mobile network providers and remain patient during this period of technical transition.

This MoU formalizes a strategic alliance between NEXIM and SMEDAN, focusing on:
