Union Bank, FCMB to Deduct USSD Charges from Airtime Starting July

Beginning July 1 and 2, Union Bank and First City Monument Bank (FCMB) will implement a new billing system for USSD banking services. Customers will now be charged directly from their airtime balance rather than from their bank accounts. This change follows the Nigerian Communications Commission (NCC)’s directive mandating mobile network operators to handle USSD billing under an end-user billing model.

In an email to customers, Union Bank stated that the new approach is designed to ensure compliance with NCC’s updated policy, which shifts the responsibility of charging users to telecom providers. FCMB also notified its customers via SMS, confirming the airtime deduction system will take effect from Wednesday, July 2.

With this update, both banks have joined other financial institutions in adopting the NCC’s model, where telecom operators charge a standard ₦6.98 per 20-second session directly from users’ airtime. This effectively removes banks from the fee collection process.

The transition comes after prolonged disagreements between banks and telecom operators regarding unpaid USSD service fees. By the end of 2024, telcos had reportedly provided over ₦200 billion worth of USSD services, with claims that much of the payment was unremitted by banks.

Union Bank assured customers that each USSD session will now begin with a consent prompt, allowing users to approve the charge before their airtime is deducted. The bank clarified that charges will only apply when services are available and successfully processed. Customers who prefer to avoid airtime deductions can opt for mobile apps or internet banking.

Similarly, FCMB emphasized that the ₦6.98 charge will now be deducted from airtime and that users must provide consent before any fee is applied.

This revised billing method aims to improve transparency and ensure telecom providers receive direct payment for USSD services. Customers are encouraged to maintain sufficient airtime balances to continue using USSD channels effectively.
